During martial law in Ukraine, men may need permission from the Territorial Recruitment Center and the State Border Guard Service to leave the country.

  • Men accompanying relatives for medical treatment abroad

As of 2025, men aged 18–22 may also leave Ukraine if they possess military registration documents.
